Islam which was the beginning of its glory in the time of the Prophet Muhammad also had the concept of an economic system that should be used as a lesson and reference materials. Therefore, this paper will explain the economic activities of the pre-Islamic Arabs as a comparison with the economic activities that have been straightened out by the Messenger of Allah, which includes an initial strategy to build the economy of Medina, fiscal policy, so as to achieve social equity. The result of research shows that the economic activity of the pre-Islamic Arabs had become the World Trade Center, both in the southern part of the Arabian Peninsula which was managed by the Saba kingdom and the Himyar government with the dominant agricultural sector having fertile land. It is also supported by the presence of the Maarib giant dam. In the northern part of the Arab, Hijaz (Makkah) which was influenced by outsiders such as Persia and Rome, with the most prominent trade sector, because the territory was barren and arid, but the geographical location was strategic as a place for the caravans to stop. The economic characteristics of the Prophet's time were social-religious which emphasized cooperative work participation applied to Muhajirin and Ansar which led to increased income distribution and welfare. This is where the concept of economic democracy of the Prophet is seen which does not have to be interpreted as the enactment of the principle of equal treatment, because according to the Prophet the Have Not needs to get a partial treatment. This paper will answer what is the meaning of al-mashaqqah tajlib al-taysir and how do the Implications of al-mashaqqah tajlib al-taysir in the development of Islamic economy? The result of research shows that the meaning of the rule of al-mashaqqah tajlib al-taysir is the difficulty of bringing convenience. The point is that if implementing a provision of shara' mukallaf faces obstacles in the form of difficulties and limitations that exceed the limits of reasonable capabilities, then the difficulty automatically creates relief provisions. In other words, if we find difficulty in carrying out something that is to be sharia, then the difficulty becomes a justifiable cause to facilitate in carrying out something that is to be provision of sharia, so that we can continue to run the sharia of Allah easily. The implications raised by the rules of al-mashaqqah tajlib al-taysir are the determination of the law of Islamic financial institutions. Subhan <p><em>Indonesia has crucial economic issue that has a very negative impact on other sectors. The problem is unemployment. The unemployment is an economic problem itself. The unemployment can also be a psychological burden for those concerned as well as being a social problem with the emergence of various kinds of social diseases; criminal and immoral acts. In addition, the unemployment also has a negative impact on the decline of the aqidah and moral, households, nations and countries. From an economic standpoint, the unemployment is a major problem that weighs on the economy as a whole, because unemployment is a waste of the valuable potential of human resources that impact on the disbursement of natural resources. Where appropriate natural resources can be optimally and maximally motivated, it turns out to be wasted, because the work ethic of the community is very low. Islam as a universal religion, encourages its adherents to work by producing and pursuing economic activities in all its forms as one solution to overcome unemployment. The work recommended by Islam is to work well (ihsan) full of perseverance and professionalism. Fulfillment of basic needs is the responsibility of each individual and the state must provide facilities and infrastructure that support the implementation of this. Business or trade transactions are things that are highly regarded and glorified in Islamic teachings, whether done individually or in groups. The attention of Islam towards trading transactions has recently been responded positively by Muslims in the world, particularly in Indonesia. Sharia institutions have shown fast development marked by the growing number and variety of Sharia-labeled businesses. Multi-level marketing has also been affected by Muslims’ awareness of sharia-based behaviors in their daily lives. This has also been supported by the issuance of the fatwa from DSN MUI (Sharia National Council – Indonesian Ulama Council) No. 75/DSN-MUI/VII/2009 concerning Sharia multi-level direct selling (PLBS). This phenomenon has urged Tiens Indonesia to adjust their network system to the stipulations in the fatwa. This study aimed to analyze and describe as well as evaluate the network system applied by Tiens Syariah. Using the descriptive qualitative field study, the research is conducted in Yogyakarta Special Province. Data is gathered from observation, interview, and documentation. The obtained data was then analyzed qualitatively and explained descriptively. The result of research shows that based on Point 12 of the fatwa from DSN-MUI No. 75 Year 2009 concerning Sharia multi-level direct selling, the multi-level marketing company Tiens Syariah has fulfilled all the standards in Point 12. Based on data from the Central Statistics Agency (BPS), the contribution of the tourism sector to Indonesia's foreign exchange is experiencing growth from year to year. This article aims to examine the field of sharia tourism (halal tourism) in terms of understanding and perspective in the field of sharia law and economics, and specifically directed to the discussion of legal protection for tourists in the context of the utilization of sharia tourism products and services (halal tourism). Sharia tourism sector (halal tourism) is a new field and is a part of Indonesia's efforts in developing and developing sharia economic and business systems as an alternative to the country's economic development. Through this research, it is found that the implementation of sharia tourism activities (halal tourism) in Indonesia still does not have adequate legal instruments and specifically regulates sharia tourism activities, including the legal rules related to legal protection of tourists. Through this research, it is found several legal instruments that can be used as alternatives in the framework of efforts to provide legal protection for the use of Islamic tourism products and services. Innovation and creativity in product creation are one of the main keys in this strategy. In general, every Islamic bank in running its business has five operational principles, namely as follows: Principles of pure savings, the principle of profit sharing, the principle of buying and selling, the principle of rent, and the principle of service (fee). Product development strategies are part of a corporate strategy. Islamic banks provide many options for the community to obtain financing that does not only depend on one type of bank with its products, if Islamic banks are able to read the potential of the region and the needs of the population is owned by Islamic banking, the development of Islamic banking products is a necessity for Islamic banks those in the region to be able to answer the needs of the community. Islamic insurance companies certainly require employees who have knowledge about insurance in accordance with Islamic sharia principles. In the case of the Islamic insurance company Bumi Putera Palembang in 2015 to 2016 there are 40 insurance policyholders who worked in a government agency to terminate the employment relationship between the insurance and policyholders. This is because there is no transparency related to monthly installment payments that should be proven by a deposit or proof of receipt of payment in full by the field agent to the policy holder. This is not in line with the principles of Islamic insurance, namely avoiding the elements of gharar, maysir and usury. Islam emphasizes aspects of justice, likes and likes and togetherness faces risks in every effort and investment pioneered. This aspect is the concept offer to replace gharar, maysir and riba that have been happening in conventional institutions. The focus of research is on the competency of agents (wakalah) in the sharia Islamic Bumi Putera insurance company in the city of Palembang. BMT (Baitul Maal Wat Tamwil) also receives deposits from zakat, waqf, infaq and sadaqah funds and optimizes its distribution in accordance with its regulations and mandates. The concept of money or cash waqf even though only with 10,000 nominal customer however, endowments have enormous potential to be explored and developed with an emphasis on how the potential of money waqf can be an alternative solution in order to empower the ummah economy through BMT Mandiri Sejahtera Karangcangkring East Java. This BMT Mandiri Sejahtera Karangcangkring in East Java outlines the types of products classified into three, namely savings, financing and services. There are three deposits: Simaster, Hajj and Umrah savings, and qurban savings. There are five financing, namely murabahah, rahn, mudarabah, musharakah, and ijarah. While service products such as exchange of ringgit money, remittances from within / abroad, PLN online payments, Token, Telkom, FIF, BAF, Adira Finance, Oto Finace, WOM Finance, STNK/mutation installment installments. It is also considered to be able to allocate resources and fund sources efficiently. The solution is briefly mentioned by holding the financing transactions based on three models, namely mudarabah, musharakah dan murabahah. In this study, there are several methods used to collect the data. It includes methods of observation, interviews and documentation. The data is then analyzed using descriptive analysis and qualitative approach. The research findings figure out that the realization of profit and loss sharing system based on mudarabah financing applied in the Branch Office of Syariah Mandiri Bank in Lumajang, in terms of Islamic Law, is valid since it already fulfills the validity requisites of mudarabah. There is only such dilemmatic consideration relates to the issue of assurance because of the difference opinion among Islamic scholars (Ulama) about the license of assurance itself aside of the emergency or in case that the suspicion toward mudarib emerged. The financing of mudarabah in Syariah Banking, particularly in terms of the application of financing calculation in the Branch Office of Syariah Mandiri Bank in Lumajang is completely appropriate since it already fulfills the requisites obtained in all Syariah Bankings and the Fatwa of National Syariah Council. The application of profit and loss sharing calculation in the Branch Office of Syariah Mandiri Bank in Lumajang is valid and appropriate since its realization is in accordance with Islamic and Banking Law. The profit-sharing ratio provided by the bank are 95.10%: 4.9%, 90, 69%: 9.31% and 87.10%: 12.9%. The New Order period which lasted 32 years with a full orientation to pursue economic growth which was supported by security stability which killed democratic values. We have also gone through the reform era that was rolled out in 1998 which later gave birth to the state order as we feel today. During the 20 years or so of reformation, Indonesia's condition can be said to be more democratic even though it is still procedural which is marked by an election celebration party and post-conflict local election. However, economic orientation and development have almost no fundamental correction, no significant changes. The strategic economic policies taken by the government have not been in favor of the people. Potential economic resources are still held hostage by the interests of foreign countries. Both in the banking sector, insurance, capital markets, state-owned enterprises (BUMN), oil and gas mining and other economic sectors. The government only relies on the amount of economic growth, which does not contribute much to the real economy of the people. As a result, poverty and unemployment rates have not been significantly reduced. The quality of life of the people becomes low. In this paper, the author tries to study the economic growth which is always glorified by the ruling regime in the perspective of Islamic political economy. However, economic policies are inseparable from government political interference. Therefore, questions such as how is the political economy of Islam in view of economic growth amid the high poverty rate of the Indonesian people? Then what is the solution that Islamic political economy can provide in overcoming policies that are deemed not to benefit the people?
